Why is a new user receiving the 'insufficient access rights' error message when running a report?

General System Administration -> Security / Menus / Access Rights -> Validation File Maintenance (KF0045) -> Use the Look Up icon to search for User Id -> Select the COA Security button (GL0027)

If the first column has NO_ACCESS in the field, delete the NO_ACCESS -> Select OK to save all changes made

Note: This is set as a default for all new users.
