How do I give a user access to the TCL option?

General System Administration -> Security / Menus / Access Rights -> Define Command Security (ZZ0613) -> Use the Look Up icon to select 'COLON' for the Command field -> Hit the 'Enter' key on your keyboard -> Enter the user ID or security group you want to access TCL -> Enter Y(es) for Access Rights.

Note: You can add an individual or a security group to provide access to TCL.
